What are the Main Changes to the Home Care System from July 1, 2025?
From July 1, 2025, changes are coming to the Australian Home Care System to make it easier for people to get the help they need at home. These updates are all about simplifying services and making care more personalised and flexible.
Key Changes You Should Know About:
1. A New Support at Home Program
- The current Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs will be replaced by the Support at Home program.
- This program will introduce eight ongoing care classifications, replacing the current four-level system. It will also include two short-term care programs: restorative care and end-of-life care pathways.
2. Implementation of a Single Assessment System
- A Single Assessment System will be introduced to make accessing aged care services smoother and faster. This ensures older Australians receive the care they need based on their specific circumstances.
3. Rights-Based Aged Care Act
- A new Aged Care Act will place the rights of older Australians at the heart of the aged care system.
- A Statement of Rights will outline the rights of older people when accessing or seeking aged care services.
4. Changes to Financial Contributions
- Wealthier self-funded retirees and part-pensioners will need to contribute more towards services like cleaning, gardening, and food, while clinical care will remain fully funded by the government.
- The lifetime cap for contributions will increase to $130,000.
5. Transition of the Commonwealth Home Support Programme (CHSP)
- The CHSP will continue until at least July 1, 2027, with a gradual transition to the Support at Home program.
